404 page has no title

There aren't title for 404 pages.

• There should always be some kind of title for a page, no matter what.
• Each status code should have it's own error page. Examples:
  • 404: Page Not Found
  • 503: Service Not Available
  • 500: Error on Server
  • 401: Authorization Required
• They should be formatted like "Authorization Required | ACM-UTSA" or similar.
• Make sure these pages all return their proper status code. 200 should never be returned for an error view.
