Bug: Cannot set the user's queue or residential college

There are currently two ways of trying to edit someone's information:

1. Go to Users > Users (http://shifts.yale.edu/stc/departments/1/users) and then hit edit and change information
2. Go to Users > Profiles (http://shifts.yale.edu/stc/user_profiles) and then click on a profile and edit.

If you change a user's queue or residential college through method 1, it does not save. For example, when we hit edit again after saving our changes, we see that the user's values remain unchanged. However, if we change the information through method 2 and then check the edit page on method 1, the information is preserved.
