Issue Summary:

When you as Prince or Sheriff use disciplines in public that cause masquerade breaches, you expect to receive a masquerade breach. You do not receive a masquerade breach, however.

Reproduction Steps:

  1. Join as Prince and Sheriff
  2. Use disciplines like celerity in front of NPCs.
  3. This will result in no breach. It should result in breaches.
