(re)Attaching a severed head to a body enables reviving said body via standard methods, even if the head does not match. Beyond the implications of this enabling odd behaviour and exploits such as reviving vampires post-Final Death, even a plain human being should not be able to come back from such a procedure. I'd expect decapitation to be a final death for anyone and everyone.

Find a headless body, it needn't belong to the above head.
Re-attach the head as you would any limb via appropriate surgical means.
Treat any damage to the body as you usually would prior to attempting revival.
Attempt revival via defibrillation.
Behold, the medical impossibility of a human surviving decapitation - or, equally absurd, the impossibility of a Cainite returning from Final Death via mundane mortal medical technology (sans their powers).
