One Account represented by One Ownership only

What do you think if all Dota 2 accounts associated with the mobile numbers must be subjective by registering their roles too?

1. With regards to the first line, any Steam account that associates with a mobile number only without registering their in-game roles for the Dota 2 game cannot be opened to join the "Dota 2 Ranked MM" and any account that does not associate with a mobile number and register the role (for team positioning) will NOT be eligible to join the "both MM" sections (the UI buttons will be greyed out for them in these sections except the "New Player Mode").

2. Current issue, for any account that is already associated with a mobile number to efficiently register the necessary role(s) together with the real team positioning, that account will be given a "one-time" chance to unlink-relink back, and any dissociation after the "one-time re-link" will receive a NEW PENALTY which going to be introduced & explained in the next paragraph.

New Penalty for Dissociation of Mobile Numbers by Intentionally:

• 3 years of ineligibility to join or play any mode under the Unranked MM
• 10, 20, or longer years of ineligibility to join or play any mode under the Ranked MM
• 3 months of ineligibility to join or play New Player Mode

How do the Registration of Roles & Team Positioning Work?

• the "Banning Phase" of all-pick under the Unranked MM should be reworked back into full opening to the eligible accounts which means only accounts that already registered their roles are eligible to join and play the Unranked MM (all-pick should mean that all eligible users are eligible and have their rights to pick any hero by the logic of first-come-first-serve aka. FCFS)
• both the MM sections must be separated from players who did own accounts BUT NEVER associate their accounts with any roles to act as their responsibilities
• any full-registered (with roles & team positioning) account that is found to INTENTIONALLY "remove and change/switch" the mobile number into another mobile number should receive one SEVERE PENALTY such as penalty up to 10 years with no eligibility to play or touch "both MM" anymore because the players must PAY FULL RESPONSIBILITY whenever any mobile number & roles are successfully pre-registered and announced
[ Remark ] : This way of penalizing (softer) may have similarity to how the policy of Item Recovery works for the players where players must always have their full responsibility/focus to care for their mobile number too (you fully care your mobile number, then it means you full caring your account too for the TRUE OWNERSHIP of eligibility to join & play "both MM", Or you are eligible to play "New Player Mode" only if you plan to buy an account in an illegal way which is against the game rules)

• In addition for this plan to be successfully done with the feature of "Activation of Recalibration", any old player who already associated his account with the mobile number can directly recalibrate the MMR of the account once only and ONE registration of role (team positioning) will be required to COMPLETE the Full Recalibration progress which means the NEW next recalibration will need an "Official Announcement" for the personal role (team positioning) that will automatically publicly pasted on the profile News Feed of the player
[ Remark ] : The player's Role which is officially registered & announced will be displayed and placed beside/below the in-game Player's Name or the ranking badge

6. New Player Mode

• No. 1, 2, and 3 ->> The three(3) modes of "Battle Cup", "Custom Lobbies", and "Play vs. Bots" should be reworked and replaced under the MM as each has associations with the progress of matching the players across the servers. Thus, these three modes should be replaced under the MM but can be used by the users (through eligibility) by joining through their respective registered numbers or roles (team positioning). A true owner who shares his account with the 3rd party for any gameplay of these 3 modes should bear FULL RESPONSIBILITY for any consequence(s) generated by the shared party (especially reports or loss of account/item).
• No.4 ->> Any user's account should be associated with a mobile number that announces the personal role for the issue within team positioning (composition) that carries the FULL PRIDE with their Mobile Number (mobile device)
• No.5 ->> Any user's account should be associated with a mobile number that announces the personal role
  [ Remark for 4 & 5 ] : Any REMOVAL of a registered mobile number by INTENTIONALLY or SWITCHING to another NEW Mobile Number will result in necessary penalties as mentioned above
• No.6 ->> No association of mobile number or announcement of personal role is required as the user is "free-to-play" or abandon the game at any time
  [ Remark for 6 ] : Ownership of the account may be shared with others but the pride of playing the MM should be registered and held by the Mobile Device (mobile number) which carries the mobile number used for the registration. Meanwhile, shared accounts can allow "New Player Mode" ONLY

   • Custom Lobbies (all Settings retained)
   • Play vs. Bots (Coop & Solo)
3. New Player Mode (will be known as free mode that opened widely for any user including trial users)

Reasons for the idealism:

• To countermeasure the abuse of ownership of accounts which happens through MULTIPLE sharings of accounts
• To prevent sharing of accounts as an excuse for selling/buying
• To reduce bad "Smurfing" within the Dota 2 game (cut abuse of registrations)
• For "Battleplus" users to achieve better utilization of the subscriptions that never feel wasted
• If an item that belongs to an account is lost and treated with the policy of Item Recovery, the account (asset/item) should be treated in a much similar way that comes with severe penalties of up to 10 or 20 or longer years (no abuse of items, no abuse of accounts too)
• Multiple Steam account(s) can still link with ONE "Steam Guard" but the rules for penalties should be applied if ONE "True Owner" intentionally or switches ownership, which means the more accounts are linked with one mobile device, the higher responsibility to care them (losing of items and no recovery, losing of accounts should be almost no recovery too with severe penalties)
