Related to: VEuPathDB/web-study-data-access#13

when user edits purpose/ access request form :

  1. the update  needs to be reflected in the history table.. (EndUserPatchService.java)
  2. the user and managers and help@clinepi need to get notification about the update being received.
  3. cleanup the email.yaml (one email unused for accessrequest), add comments

we cannot QA this because there is not currently a mechanism for users to edit their approved data access request
