Post Processing Plugin: Move if File is Less/Greater than Original

Plugin: New plugin or modify Mover v2
Issue: Completed encodes replace original regardless of file size, resulting in some files that are significantly (50%+) greater in size than the original source file
Comments: A new plugin or a modification to the Mover V2 plugin to only move files after processing to the end directory if certain file size conditions are met (move if <= original, move if >= original, etc) would be a plus to avoid keeping files that have an increase in size.
