We need to understand how we would automate lighthouse to work with cstate.

Acceptance Criteria:

Research is complete
Plan is established for how to move forward and documented

Notes

CircleCI Orbs exist for lighthouse
- Could be able to use circleci to trigger periodically
- Save results to S3
- Create "Page" on cstate to link to outputs of lighthouse
