Rudaux creates a lot of dictauth accounts, which starts/stops the jupyterhub service quickly. If too many stop/starts happen in quick succession, linux complains. We should make rudaux sleep a bit between account creations

I did it in the prefect-by-assignment branch, but going to leave this open for rudaux-1.0-dev
