Why can't I open the latest two versions of YouTube downloader?

can`t open YoutubeDownloader.exe

Details

The first time I thought updating it again would fix the issue, but now I can't open the software with two consecutive versions. I don't even get a chance to see the error message; it just won’t open. Why is this happening?
and nobody same to me?

Make sure your Windows has been updated to the latest version or at least up to the Nov 2023 update.
