Bug Report: 'XP Boost' and 'Withering' Enchantments Are Too Common

• I did not find any existing issues.

Current Behavior

There may be other enchantments that appear too frequently as well. I'm using an enchantment table mod that lets me reroll by spending a little XP and lapis to get different enchantment options. The issue is that 'XP Boost' and 'Withering' show up about 90% of the time, which is very frustrating. It's making it nearly impossible to get the perfect enchantments.
