Tabby Routes to Error 404 when Merging Ballots

This has been an issue with a couple of online AP tournaments I've tabbed recently and other tab directors have expressed a similar sentiment on the Tabbycat Facebook group. Clicking on "Merge Ballots" leads to an Error 404 page. Individual ballots is the norm for UADC-compliant tournaments. If the issue is consistency (in speaker names and vetoes) among ballots one solution could be for the system to go with whatever the chair selected. This way team rankings are preserved and the tournament can go on more smoothly.

Hey! This bug report is a little late; I've just merged in some improvements for the next version :) (#2404)

I would also not recommend a system where the chair takes precedence in whether a ballot is correct; they're often the ones with errors.

What I am thinking about is to auto-merge ballots when all ballots are in and identical.
