have route persister be smarter about when to send route messages #25

now the persister sends all 'route' messages any time a client connects, a new route is added to the persister, or any route is deleted from the server.

We should only send the necessary (if any) routes in the above 3 cases.

it is smarter when a client connects and when a route is deleted.
Now we just need to make it smarter when a route is added to the persister.
