FL Non-IID, Cross-domain & Personalization Baseline

@weiming-sony Can you list all supported FL algorithms that address Non-IID, domain gap, or Personalized FL? I can see the FedRep is located in the application folder, not sure about others. I am also thinking we can create an entry in the document to list & explain existing applications.

To be precise, FL for FM projects need comparison with existing methods. Once we know what is already there and what is missing, we can implement them into the platform with the help of interns.
