Can't Activate Hunting Mode (Green Text Mode)

I make sure to boot up the development mode .exe before starting Star Rail and it says it's found the game before Star Rail boots up. For some reason though, when I get into the game and try to press 0 on the numpad or the number line it doesn't do anything. I've tried it with num lock on and off but it doesn't work either way.
