Both loaders not working

I downloaded the for playing mods.zip file and did all of the stuff i needed to do. But the loaders are not working. Is there a loader for windows 11?

Its been like that for 2 hours

I did it as an admin, ive corrected the file path in d3dx, but some extracted mods in the mods folder, but still it has been on waiting for 2 hours
