Playwright e2e tests should bind to localnet BE for easier and faster spinning up of tests and test data management

To sync with Jure - need ethereum chain deployed with some erc20 tokens (not blocking yet). Jure currently focused on hi-pri liquidity pool task. Can likely sync tomorrow if issue is resolved.

Need frontend team to remove conflict on the dex run on the proxy server. Issue raised with @alanrsoares and @tien . awaiting feedback

Conflict on the dex has been fixed. Now on piotr / jure to enable ethereum chain with ERC20 contracts for localnet via siftool. Jure currently focused on 13.6 release testing env
