[Taxonomy Tree]: No category to satisfy taxable/exempt status for different tea products

Issue

Merchant sells tea products (powdered, unsweetened) which are exempt in New Jersey, however we do not currently have a product category or attribute that correctly maps to Avalara to exempt these goods. The merchant was using FB-1-14-2 (Food, Beverages & Tobacco > Beverages > Tea & Infusions > Tea, however, this maps to Avalara code PF051962 - Beverage / nutrition label / tea & coffee / sweetened / no milk or milk derivatives / ready to drink (rtd).

I have spoken with Avalara and they confirmed:
We do not have an Avalara tax code for tea that matches this description and the code you are using aligns with this Avalara tax code which is not exempt in NJ.

Description

There is no category, or attribute that can be assigned to this customers tea product in order to properly exempt the goods. The only category we have maps to a ready to drink tea & coffee code on Avalara.
