[Feature request] Add new OSC parameter "HMDCharging"

Describe the solution you'd like
Make the software to send the headset charging status as boolean parameter over OSC.

Describe alternatives you've considered
Currently I'm using VRCOSC software for this but they rely on SteamVR API which is not precise and sometime it show my headset as not charging while on the Quest home menu it clearly show it's charging.

Additional context
I suspect it's another similar issue from OpenXR API like with the controllers battery level not being reported to SteamVR. It's a general bug affecting all standalone headset using OpenXR.
