There's nothing in the readme about how to use this so I was just wondering what it was supposed to do or how to try it out?

It is not. It was a one off project we used to move our YouTrack mobile issues to JIRA. You can run it by exporting your YouTrack issues as XML, and placing them in an XML folder. This is configurable here.
