edit system certs requires cert file re-upload

If a user has a system-wide cert installed, selecting "edit" in order to change the name of the cert will not allow the change to be saved until a new file is also selected, despite the cert file contents being visible on-screen. This works as expected in the LDAP connector form, so that behavioral change should be propagated up to system certificates as well.
