Remove h2 option in block WYSIWYG #2

When editing a block, the WYSIWYG should not have the option for an h2, because the block title gets rendered as an h2.

Would be preferable to do this as an override or preprocess rather than setting up a completely new text format.

Might be possible with hook_wysiwyg_editor_settings_alter()
