Webapp Hotfix April 1, 2021: Bump Rails to remove Mimemagic dependency

Changes

Before this release, Webapp (and all rails apps prior to rails 5.2.5), relied on mimemagic 3.5, which has been removed from the gem repository for licensing reasons.

Upgrading to Rails 5.2.5 removes the mimemagic dependency.
