Switch targetCompatibility to 17

Hi,

in September 2023 support for Java 11 will end. Therefore I would like to switch to a new Java version.

• Java 17 offers a lot of cool features
• Java 17 has support until 2026
• Spring 6 will switch to Java 17+
• Vert.x 5 will most probably switch to Java 17+

Of course maybe there is someone who is using NeonBee and is still on 11.. So we should announce that very early, so that they have enough time.
