In order to fix this I open them with Notepad++, do some minor change and save. It fixes it right away:
The catch is that if I undo the changes to the file whatsoever, i.e. do ctrl+z & ctrl+s, or just replace it with a backup, the issue never comes back. This never happens with these cues in other players, in AIMP for example.
So I assume the cue is not a culprit. This bug been bothering me for years, coz the foo_cuefilter also has it.
Perhaps it is something you could fix.
in the past i had same issue.
In my case the issue it occurred when modify (change tags with external apps for example) or copyng file in one library music folder when option "monitor for changes while running" was enabled.
Problem related a cue+image or cue+files.
