(Feature Request) Add 50Hz/60Hz toggle from PAL version

On the PAL version, there is a prompt when booting that allows for the game to be run at either 50Hz or 60Hz. For nostalgic reasons I would like to be able to run this game at the lower framerate. I tried changing the ROM's region to PAL with a third-party tool so Dolphin would run it at 50Hz, which worked, but unfortunately this just resulted in the game running too slowly. That is, the actual game speed was reduced and not the actual framerate independent of game speed. I realise this is a rather trivial request, especially since most of the other features of the PAL ROM like multi language support is already integrated. If you do decide to implement it, I hope it will not be too much hassle for you.

I can look into it for a future version. It might be just a matter of changing a couple video registers.
