Use GH actions to build and push docker images #16

The docker cloud builds don't support ARM architecture (most edge devices are this). Hence, build the docker image on Travis builds and push to docker hub. Only do this on releases (tags).

On second thoughts, it might better to use GitHub actions -- https://github.com/marketplace/actions/build-and-push-docker-images#multi-platform-image
