Daemon features for testnet

Features to run daemons in a more realistic setting.

• separate deploy scripts: one for dkg+zkvote, another for dummy nouns.sol #34
• remove dependency on hosted keys #36
  • v1 could be a plaintext private key, but eventually we should probably have an encrypted keyfile.
• sync the chain in batches #35
• Robust committee member syncing #33
• [Later] single daemon running on behalf of multiple accounts?
• [Later] automatic proposer and voting bots (for demo purposes)

@saiakilesh This is probably worth splitting into multiple issues and addressing as separate PRs, but for now this issue contains the stuff I think will need addressing (although I'm sure there will be more things).
