ADMIN: Update all GitHub Actions to the latest versions in the develop-postres branch #2444

Is your feature request related to a problem? Please describe.

Many of the GitHub Actions used in the .yml files in the .github/workflows directory use outdated or deprecated versions.

Describe the solution you'd like

  1. Update the GitHub Actions used in the .yml files in the .github/workflows directory to use the latest versions.
  2. Only update files in the develop-postgres branch.
  3. Submit your PR against the develop-postgres branch
  4. NOTE: There may be changes in the configuration parameters
  5. All tests must pass

  1. We have to reopen this.
  2. We were not paying attention and some of the files reverted.
  3. Please reapply the changes to your PR.
  4. Take a look at the file histories.
  5. There were significant changes to the PR workflow. Take care there.

Closing again. We found other issues that were created in the offending PR.
