Problem Statement

We need to link the code of conduct to the GitHub org. readme so that any potential contributors know the rules related to engaging with Open Terms Archive and the community.

The current Contributor Code of Conduct is here https://github.com/OpenTermsArchive/engine/blob/main/CODE_OF_CONDUCT.md

We mention the Code of Conduct in the organization readme
