Create a new wizard for 1 time distribution

1. A program that will be created will not have any cycle:

• This is a 1 time distribution of entitlements without a cycle.
• Generation of entitlements will be based on the program benfiaciaries.

2. Create a program that will create only a single cycle. Additional cycles will not be allowed.

I think the 1st approach will be better as it has more flexibility in running a program. Let's wait for @jeremi to comment, also.
