In #1654 we renamed "runs" to "steps", but also recognized that the RunsController and it's JSON api are out of date. They should be brought back and should point to the concept we're now calling "Runs" (which are still in an Attempts) table in the DB.

Waiting for getting re-prioritized to accommodate a mix of GovStack compliance with Lightning fields or for separate APIs
