Alternative label for capacity factor and new tasks label

Description of the issue

As discussed in the developer meeting we should add CF as an alternative label for net capacity factor.

We also agreed on changing the tasks label apply constraints for assessment of potential to apply socio-economic constraints for assessment of potential.

This is part of the #1891 discussion.
