Add bounty command

A command for adding bounty!

This can use to add bounty with other plugins, for example with Quests!

This one is my fault for the lack of documentation on the Wiki. There are already a good subset of commands you can utilize for this one.

np setbounty # will set the bounty to the amount specified.
np changebounty # will add or subtract bounty (use a negative number to decrease the bounty)

Oh, re-opened this one. I am currently working on adding Quests as a native plugin. I have for the most part only supported Beton in the past, however, I am adding this so you will have native items in quests.
