Objective

neon-minerva now implements a configurable RMQ Test fixture. Update this module to use that instead of duplicating code.

Initial Implementation Requirements

Implement neon-minerva test class
Remove test fixtures from this module
Validate behavior

Other Considerations

neon-minerva test class is not yet in a stable release
