Objective

Refactor configuration to a single config file.

Initial Implementation Requirements

  • support Neon/Mycroft messagebus config structure
  • support default include/exclude filters
  • support data filters
  • support context filters

Other Considerations

  • Initializing Configuration takes too long for a CLI util; consider how much logic can be shared with ovos-config vs implemented here
