Point the global-workflow to new spack-stack v1.6.0 installation location on Hera

What new functionality do you need?

Spack-stack 1.6.0 has been reinstalled on Hera in preparation for the migration from /scratch1 and /scratch2 to /scratch3 and /scratch4. The location of the new installation is /contrib/spack-stack/spack-stack-1.6.0/envs. Upstream issues/PRs:

Note that the UPP is already upgraded to spack-stack 1.8.0 (already on /contrib), and will need to be handled separately. However, as of the current hash of the UFS (and that in PR ufs-community/ufs-weather-model#2579), the UPP hash is still pointing at the /scratch1 v1.6.0 installation.

What are the requirements for the new functionality?

All Hera module files are updated to the new /contrib installations.

Acceptance Criteria

All CI tests pass without change to the results.
