In NOCOMP mode, where the canopy is not full (especially in the tropics) FATES_TVEG is reporting erroneously low values. This does not happen in SP mode. e.g.
which is supposed to cause the averaging in the HLM to ignore the values where there is no vegetation, but it does not seem to be working, hence this issue...

As we discussed on 16/12/24 in the FATES SE meeting, the error is probably to do with this exception
