Complete prod environment config and setup. NOTE: AWS prod infra must be set up first

Completion Criteria

use ssl when connecting to postgres
enable github actions for triggering AWS prod redeploy
set up CORS
HTTPS (requires a domain name)

TODO: determine if anything else needs to be set up
