Resolve Exclude Pattern/Include Pattern conflict on Candidate URL page

Description

There is possibly a backend issue that exists with the URL exclude feature.

When a user selects a pattern and creates an exclude on all the URLs that fall into a pattern, and later moves a subset of those URLs to be included, these URLs which lie in the subset are still marked as excluded with an X mark on the dashboard. This is possibly a backend bug which needs to be fixed.
