Glimmers not transferring power after chunk unload #1

discovered on the neo-devcraft server; in my experience, glimmers will not transmit power after a chunk reload. they will remember which glimmers are connected to each other, but they won't transmit power until all the relevant pieces have been dismantled and replaced.
(this issue definitely feels like it needs more detail but i'm unsure where, do advise if necessary)
