Add try catch for when john hopkins data changes

In case the data changes in the CSV, do not lose all functionality.
Let the user know that it is down for now, and not lose rest of app functionality.

AC:
If data from JH repo changes, return "cannot fetch data right now" instead of nothing or an error.
