Looks like a decent library: https://github.com/i18next/next-i18next

We're still in early stages where adding translation strings is easy so it might be worth a shot.

I'd be fine handling the Refresh side code support this (handling localization of system messages/notifications + storing language selection in database)

Definitely a low-priority for Refresh that's not worth chasing right now. I'd make an issue over there.
