Summarize TLS doc and old daily builds doc into libc.md

There's a lot of helpful information that was collected when @yzhang71 and @yizhuoliang were originally porting libc in the daily log as well as the markdown file explaining tls. Can we parse the useful information out of those and add that to libc.md
