Disable AFK Statistic Collection

On a very large server, this file can get quite large. It would be nice if we could just disable it with a config setting.
This would stop the file from being created and any attempts to update or read from it.
This would impact some parts of the plugin that pull the stats as well as the PAPI extension.
But I can program those to return empty values or a warning depending on the place.
Might be worth making a class for managing the stats so that it's centralized for all code.
