Parsing of GRB and neutrino GCN circulars by nonlocalizedevent

It would be great if the nonlocalizedevent endpoint (e.g., https://hermes.lco.global/nonlocalizedevent/S240109a/) would also work for GRBs and neutrino alerts. These should be parsable without too much effort from the GCN subject lines, e.g., "GRB 240112B" or "IceCube-240105A". This would enable the TOM Toolkit to get all relevant GCN information related to these other types of nonlocalized events.
