Catch unknown messages

During the Hack Week, there were multiple incidents where people have submitted submissions and deleted their own message before the bot is able to delete it.

That has caused the bot to error out and complain that the message is unknown. This is due to the bot not having an error handler to catch the messages that are already deleted.
