It is exactly the same on OFFI, at least on the LIVE version of the game. I'm playing a Phantom Ranger and I get the HALF-KILL message quite often, but it is never a lethal that either kills or leaves the monster with 1 HP. Here is a proof made just now for the sake of it.

!DISCLAIMER: I've only used one skill for this purpose and the half-kills were on two back-to-back monsters, with the other XP shown in the screenshot coming from monsters killed by my Warlord simultaneously.
