The sda-admin script should ideally be able to check and report whether uploading, ingestion, assigning accession IDs to files, and assigning files to datasets was successful or not.

Each action could, at a minimum, check whether the processed file is available in the downstream queue. Investigate if there is a usable error queue that we can look at.

We don't want to rely on having direct access to the backend database or accessing other services running on the local host (e.g. via Docker commands).
