Reminder: update live-document references

This is a reminder to update the references to live documents (like the 1+MG Data Access Governance for Research) in SOPs (like in SOP0003) Once #40 is resolved.

These references should be made to static documents, and have specific procedures on how (and when) to update SOPs when new changes arise.
